Adds a new Article 48-D to the Vehicle and Traffic Law establishing a comprehensive regulatory framework for unmanned aircraft (drones) in New York State

Permits commercial and recreational drone operation over state land and waters when operated in compliance with federal law and FAA regulations

Prohibits drone operators from interfering with manned aircraft, operating in a manner dangerous to persons or property, creating unreasonable nuisances, obstructing emergency personnel, harassing individuals, or violating restraining orders

Requires drone operators to comply with all FAA licensing, registration, marking requirements, and flight restrictions

Preempts local governments from regulating drone ownership or operation, vesting that authority solely with the state in coordination with federal law
