Requires the Department of Corrections and Community Supervision to enroll eligible incarcerated individuals in Medicaid before release, unless they are already enrolled, ineligible, or decline enrollment

Mandates local correctional facility superintendents to take similar steps to enroll eligible inmates in Medicaid where practicable

Prohibits Medicaid coverage for care provided during incarceration, except as specifically authorized under existing law for inpatient hospital stays

Requires facilities to assist individuals found ineligible for Medicaid in identifying and applying for other medical insurance programs they may qualify for

Establishes annual reporting requirements on enrollment statistics, including number of individuals enrolled at incarceration, enrolled during incarceration, and released with or without proof of coverage

Takes effect 180 days after becoming law, with immediate authority for commissioners to begin implementing regulations
