Requires SUNY and CUNY institutions to grant academic credit to veteran students for military training courses that meet institutional standards, with no limit on the number of credits awarded

Defines eligible veterans as those who served in the U.S. armed forces, reserves, or National Guard and received honorable or general discharge, or received a discharge other than bad conduct/dishonorable with a qualifying condition or as a discharged LGBT veteran

Prohibits charging any fees, tuition, or other costs to veterans for credits earned through this provision

Applies only to full-time undergraduate students in good standing who submit an application for military credit

Directs the SUNY and CUNY boards of trustees to establish procedures for implementation, effective July 1 following enactment
