Prohibits police officers from initiating traffic stops solely for "secondary violations" unless a "primary violation" is also observed simultaneously

Defines secondary violations to include: expired vehicle registration (if registered within past 60 days), improperly located but visible permits, license plates not securely fastened but clearly displayed, and single malfunctioning brake lights, headlights, or running lights

Classifies window tinting violations (subdivision 30 of section 375) and certain equipment violations (subdivision 48 of section 375) as secondary violations that cannot alone justify a traffic stop

Includes violations related to vehicle inspection certificates (section 301) as secondary violations

Allows officers to still issue citations for secondary violations when they observe a primary violation during the same stop
