Expands eligibility for TANF, safety net assistance, and medical assistance to noncitizens who are confirmed victims of human trafficking or who have provided sworn statements that they are victims of trafficking, domestic violence, or other serious crimes

Covers noncitizens pursuing T or U visas, Violence Against Women Act petitions, special immigrant juvenile status, or asylum applications, along with their spouses and unmarried children under 21

Requires corroborating evidence such as federal agency receipt notices or attestations from attorneys or service providers confirming victim status and placement on waiting lists for legal or social services

Provides benefits for up to 5 years for TANF and safety net assistance and 7 years for medical assistance from date of U.S. entry

Continues benefits for the duration of pending immigration applications, with administering agencies required to verify pending status for applications still pending after two years
