Creates the "Comprehensive Outpatient Services Act of 2025" establishing a new category of comprehensive outpatient services centers that integrate physical health, mental health, and addiction treatment services under one facility

Authorizes the commissioners of the Department of Health, Office of Mental Health, and Office of Addiction Services and Supports to jointly develop unified licensing standards for these centers, streamlining what previously required separate certifications

Requires comprehensive outpatient services centers to demonstrate experience in delivering physical, mental health, and addiction services, and to maintain standards for patient rights, confidentiality, incident reporting, and mandatory reporting of child abuse

Mandates that all clinical staff providing services must be licensed under title eight of the education law, eliminating exemptions that would otherwise allow unlicensed persons to provide professional services

Takes effect April 1, 2026, with commissioners authorized to begin issuing implementing regulations immediately upon the bill's passage
