Amends Election Law section 5-304 regarding when party enrollment changes take effect for voters

Changes of enrollment received between February 14th and seven days after the June primary will be delayed until seven days after the primary, based on postmark date rather than receipt date

Specifies that the February 14th deadline applies to documents showing a U.S. Post Office cancellation mark dated after February 14th

Documents without a postmark date will also be subject to the delayed effective date if received during the restricted period

Takes effect immediately upon passage
