Prohibits school bus drivers from using hands-free mobile telephones while operating a school bus carrying students

Allows exceptions for emergency calls to police, fire departments, hospitals, ambulance services, or emergency response operators

Permits hands-free phone use when the school bus is parked (not during student pickup/dropoff) in a legal stopping location

Exempts two-way radios and other devices used for communication between drivers and dispatch or school districts, with the Commissioner of Education authorized to exempt additional devices as new technologies emerge

Takes effect 120 days after becoming law, with immediate authority for the State Education Department and Department of Motor Vehicles to create implementing regulations
