Creates a rebate program within the New York State Energy Research and Development Authority (NYSERDA) providing up to $2,000 for purchases of used or previously owned zero-emission vehicles from storefront or online retailers

Eligible applicants include both individual purchasers (for private home use only) and institutional/commercial entities such as businesses, state agencies, local authorities, schools, universities, and nonprofit organizations

Rebates are distributed on a first-come, first-served basis at the point of sale until annual appropriated funds are exhausted

Requires the authority to publish remaining funding on its website and provide informational materials in English plus the three most common non-English languages spoken in New York

Mandates annual reporting to legislative leaders beginning two years after enactment, detailing funding amounts, rebates awarded, and geographic distribution of rebates

Program expires and is repealed on January 1, 2031
