Removes competitive application requirements from New York's universal full-day pre-kindergarten program, eliminating language about "competition" and competitive funding processes

Eliminates the provision requiring the Division of Budget to develop distribution plans when regions become oversubscribed with more applications than available slots

Maintains the $300 million subscription allocation for the New York City region

Requires funding for regions outside New York City to be "sufficient to provide slots for all qualifying programs," effectively guaranteeing pre-K slots rather than limiting them through competition

Takes effect July 1 following enactment
