Authorizes licensed physicians and certified nurse practitioners to issue patient-specific or non-patient-specific orders allowing pharmacists to dispense HIV pre-exposure prophylaxis (PrEP) in 30 to 60-day supplies

Requires pharmacists to complete a Department of Health training program on PrEP use, including medication risks, side effects, insurance considerations, and patient education requirements

Patients must provide proof of a negative HIV test within the previous seven days before receiving PrEP from a pharmacist, using an approved antigen/antibody, antibody-only, or rapid fingerstick test

Limits pharmacist-dispensed PrEP to no more than a 60-day supply once every two years per patient, unless otherwise directed by a prescriber

Mandates pharmacists provide written information on ongoing PrEP use, notify patients they must see a physician for subsequent prescriptions, and refer patients without healthcare providers to local physicians or clinics
