Creates a new section 50-h in the Civil Rights Law establishing a cause of action for invasion of privacy when someone publicizes private matters that would be highly offensive to a reasonable person and lack legitimate public concern

Allows courts to award injunctive relief, punitive damages, compensatory damages, and reasonable court costs and attorney's fees to successful plaintiffs

Defines "publicity" as communication to the public at large or to enough people that the matter is substantially certain to become public knowledge

Expands the definition of "publicity" to include sharing private information with a specific group of persons who have a special relationship to the affected individual

Takes effect immediately upon enactment
