Grants the committee authority to investigate complaints against Assembly members and employees, issue subpoenas, compel testimony, and recommend disciplinary actions including censure, stripping of leadership positions, or expulsion

Mandates that all complaints of ethics violations be reported to the committee within 5 days and requires the committee to prepare annual reports summarizing its activities and complaint dispositions

Establishes confidentiality protections for committee proceedings and whistleblower protections prohibiting retaliation against those who report violations
