Proposes a constitutional amendment to Article 2, Section 8, allowing the legislature to establish qualifications for board of elections members and officers beyond the current bipartisan representation requirements

Adds language specifying that election boards and officers "shall have such other qualifications for performing their duties as the legislature may direct"

Maintains existing requirement that election boards must have equal representation from the two political parties that received the highest vote totals in the preceding general election

As a constitutional amendment, must be passed by two successive legislatures and approved by voters at a general election

Does not apply to town or village elections, consistent with current constitutional provisions
