Authorizes the City of Schenectady to establish a demonstration program using photo speed violation monitoring systems in up to 20 school speed zones at any one time to enforce speed limits during school hours, one hour before and after school, and during student activities

Imposes owner liability for vehicles traveling more than 10 mph over posted speed limits in school zones, with maximum penalties of $50 per violation plus up to $25 for failure to respond to notices within the prescribed time period

Requires photo speed monitoring systems to pass daily self-tests and annual calibration checks by independent laboratories, with operators completing training and maintaining signed daily set-up logs

Restricts use of photographs and recorded images exclusively for adjudication purposes, prohibits public disclosure, and mandates destruction of images upon final resolution or one year after notice issuance, whichever is later

Program expires December 31, 2030, and requires the city to submit annual reports to the Governor and legislative leaders detailing crash data, violations recorded, revenue generated, and program expenses
