Directs the Commissioner of Motor Vehicles to conduct a study reviewing motor vehicle and motorcycle safety inspection requirements under Vehicle and Traffic Law section 301

Study must examine whether additional inspection items should be added or existing items should be modified to ensure operational vehicle safety

Requires examination of the maximum fee authorized for official inspection stations and whether current fees adequately balance costs for both consumers and inspection stations

Commissioner must submit a report with findings and recommendations within one year of the act's effective date to the Governor, legislative leaders, and transportation committee chairs

Act takes effect 30 days after becoming law
