Expands the Teachers' Retirement System (TRS) Board from ten members to eleven members

Adds one new member who must be a currently working, duly appointed school business official

The new member will be elected by the Board of Regents from a list of five or more candidates with broad experience in school finance

Candidates must be nominated by the board of directors of the Association of School Business Officials of New York

The new member will serve a three-year term
