Requires school districts to be reimbursed for actual expenses incurred for any study required by the Department of Education as part of approving a district reorganization

Defines "reorganization" as any merger, consolidation, or annexation eligible for aid under existing education law provisions

Takes effect immediately if appropriations have been made, otherwise takes effect 45 days after the necessary appropriation to the education department is enacted

Requires the Division of the Budget to notify the Legislative Bill Drafting Commission about the appropriation status to maintain accurate records of when the law becomes effective
