Increases annual training requirements for members of county planning boards, city planning boards, city boards of appeals, town boards of appeals, town planning boards, village boards of appeals, and village planning boards from 4 hours to 5 hours per year

Mandates that at least 1 hour of the annual training focus on environmentally conscious planning topics

Environmentally conscious planning training must cover topics including compliance with the Climate Leadership and Community Protection Act, grant and funding opportunities, farmland and natural resource conservation, climate justice, environmentally conscious site design, building material techniques, and water mitigation and energy systems best practices

Excess training hours can be carried over to future years, except for the environmentally conscious planning training requirement, which must be completed annually

Excludes cities with populations over one million from the city planning board and board of appeals training requirements
