Establishes the "Velmanette Montgomery YouthBuild act" to provide education, occupational skills training, counseling, and job placement services to economically disadvantaged youth ages 16-24 who have not completed high school

Authorizes the Commissioner of Labor to make grants to eligible YouthBuild programs for construction/rehabilitation training, education leading to a high school diploma or equivalent, and job training in sectors including health care, information technology, hospitality, advanced manufacturing, and retail

Requires programs to provide participants with a training stipend of at least minimum wage for worksite training time, with full-time participation lasting 6-24 months

Limits eligibility to not-for-profit or public agencies that are licensed YouthBuild USA affiliates or current recipients of U.S. Department of Labor YouthBuild awards

Prioritizes funding for applicants with prior YouthBuild experience and those meeting U.S. Department of Labor program standards
