Establishes the "Lab Services Accessibility Act" to expand access to clinical laboratory services in New York

Creates new definition of "health services facilitator" covering entities that assist in coordinating, paying for, or delivering health-related services

Defines "public health program" to include testing supported by public health funds or addressing recognized public health needs, such as STI testing, PrEP/PEP testing, pregnancy termination-related testing, drug abuse screening, and CDC-recommended testing

Adds exemption allowing nonprofit clinics, health care providers, and health services facilitators supporting public health programs to pay for clinical laboratory services on behalf of patients

Transfers rulemaking authority from the Public Health Council to the Department of Health for implementing these provisions
