Requires electric corporations to file tariff applications within 60 days to cover costs of electrical infrastructure needed to charge electric vehicles for public serving fleets (state, municipal, public authority, and school district vehicles)

Mandates utilities include 100% of utility-owned make-ready costs (transformers, service lines, meters) in their rate base for public fleet EV charging infrastructure

Requires utilities to cover at least 50% of customer-side make-ready costs for sites outside disadvantaged communities, and at least 90% for sites within disadvantaged communities or disadvantaged community zones

Prohibits utilities from charging these infrastructure costs directly to the public entity customer; costs are instead recovered through general rates or surcharges

Includes a 10-year clawback provision requiring non-public entity customers to repay a prorated portion of make-ready incentives if they reduce the number of electric public fleet vehicles at a location
