Expands the definition of "mail" in the Vehicle and Traffic Law to include electronic transmission as a valid delivery method

Authorizes the DMV Commissioner to send vehicle certificates of title electronically to owners instead of only by postal mail

Permits electronic transmission of notices of recorded liens to lienholders when security interests are filed

Allows duplicate certificates of title for lost, stolen, mutilated, or destroyed originals to be delivered electronically

Enables lienholders to submit certificate of title documents and applications to the Commissioner via electronic transmission
