Noncompliant agencies must submit monthly reports to the State Comptroller detailing which contracts are delayed, reasons for delays, steps being taken, and estimated completion dates

Within six months of becoming noncompliant, agencies must report to the Comptroller, Senate President, and Assembly Speaker on efforts to fix internal policies, identify bottlenecks, retrain staff, and reform procurement processes, with updates every six months thereafter

All compliance reports must be made publicly accessible on the agency's website and shared with the affected not-for-profit organizations

Written directives authorizing not-for-profits to provide services during contract negotiations must now include the state's payment schedule, with late payments subject to interest
