Requires personal lines property and casualty insurance policies to include a summary document printed in red font and at least 16-point type when delivered to policyholders

Summary must contain: insurance limits, policy term, premium amount, deductible amounts, principal exclusions from coverage, and a disclaimer stating it is only a summary

Allows insurers to use the declarations page to provide required information, and permits electronic delivery of the summary through authorized agents or brokers

Superintendent must appoint an advisory committee with representatives from insurers, producers, consumers, and academic experts to make recommendations on the regulation within 210 days of enactment

Takes effect October 1 following enactment and applies to all policies issued, renewed, modified, or amended on or after that date
