Requires state agencies and both houses of the state legislature to proactively publish records of substantial public interest on their websites when they have the ability to do so

Allows agencies to remove published records when they are no longer of substantial public interest or when they reach the end of their legal retention period

Exempts records from publication if disclosure would constitute an unwarranted invasion of personal privacy

Directs the Office for Technology and State Archives to provide guidance on creating and maintaining accessible record formats

Authorizes the Committee on Open Government to promulgate regulations implementing these requirements; takes effect 90 days after becoming law
