Establishes the City of White Plains Industrial Development Agency as a corporate and politic body with perpetual duration to promote economic development within the city

Limits the agency's real property acquisition powers (purchase, condemnation, or otherwise) to within the corporate limits of White Plains

Requires city council approval before the agency can exercise any condemnation powers

Mandates the agency consider local zoning regulations, planning regulations, and regional/local comprehensive land use plans when exercising its powers

Agency members are appointed by the mayor, subject to confirmation by the governing body, and serve at the mayor's pleasure; the mayor also designates the chair
