Authorizes any commissioner of the State Board of Elections to solicit requests for proposals (RFPs) for voting machines or systems to be certified for use in New York, replacing the current process where vendors apply directly for examination

Requires all RFPs to include a provision that proposers must pay a fee equal to the cost of examining their voting machine or system before the examination occurs

Extends the mandatory vendor service requirement for voting machines and systems from five years to ten years, including all ancillary equipment

Increases the required written guarantee period for vendors to keep machines in good working order from five years to ten years at no additional cost

Maintains existing requirements for vendor-provided training assistance and election support during the first year of machine deployment
