Requires school boards to approve any proposed budget exceeding the tax levy limit by a 60% supermajority vote of the board before it goes to voters

Lowers the voter approval threshold for budgets exceeding the tax cap from 60% to a simple majority of qualified voters

Updates ballot language to reflect that such budgets "must be approved by a majority of the qualified voters" rather than the previous 60% requirement

Applies to school districts subject to the state tax levy limit provisions established in 2011
