Expands civil service exam credit eligibility to all honorably discharged members of the U.S. armed forces, removing the current requirement that they must have served "in time of war"

Maintains existing point credits: 5 additional points for original appointment exams and 2.5 points for promotion exams for eligible veterans

Provides 10 additional points for original appointments and 5 points for promotions for veterans disabled in the actual performance of duty, removing the requirement that the disability occurred "in any war"

Updates terminology from "alien" to "immigrant" for those lawfully admitted for permanent residence who qualify for veterans' preference

Requires passage by two consecutive legislative sessions and voter approval, as this is a constitutional amendment to Article 5, Section 6
