Creates a new nonpartisan Division of Research and Analysis within the Legislative Library to provide research support and policy analysis to all members of both legislative chambers equally

Director serves a 4-year term, appointed by the Speaker of the Assembly and Senate Majority Leader from a list of 3 nominees selected by a committee of SUNY and CUNY university leaders chaired by the SUNY Chancellor

Removal of the director requires agreement by both the Senate Temporary President and Assembly Speaker, plus a two-thirds majority vote in both chambers

Division must prepare confidential research memoranda upon request by individual legislators, and may also create public memoranda on general issues for distribution to all members

Staffing decisions are made by the Legislative Librarian and Division Director based solely on fitness for duty, without regard to political affiliation, and subject to legislative appropriation
