Prohibits employers from requiring workers to sign "employment promissory notes" that would require repayment of training costs or other fees if the worker leaves before a specified period of time

Declares such training repayment agreements unconscionable, against public policy, and void, while allowing the remainder of any larger agreement to remain enforceable

Defines "worker" broadly to include employees, independent contractors, interns, externs, volunteers, apprentices, and sole proprietors providing services to an employer

Imposes fines of $1,000 to $5,000 per violation on employers, with each affected worker constituting a separate violation

Allows affected workers to sue for actual damages or $5,000 (whichever is greater), plus injunctive relief, attorney fees, and costs
