Extends work release program eligibility from two years to three years before parole or conditional release date

Increases the waiting period for violent felony offenders (involving deadly weapons) from 18 months to 30 months before parole eligibility for work release participation

Adds explicit exclusions from work release for persons convicted of terrorism offenses and sexual performance of a child offenses

Removes the provision that denied eligibility to incarcerated individuals until within two years of their next parole board appearance after being denied parole

Prohibits the governor from issuing executive orders to exclude or limit participation of eligible incarcerated individuals in temporary release programs

Requires the commissioner to develop regulations providing programmatic support to temporary release participants, with emphasis on the first three months of work release
