Mandates that all insurance policies providing prescription drug coverage include coverage for contraceptive care delivered through store and forward technology

Prohibits insurers from excluding coverage for telehealth or store and forward services, though they may apply co-payments, coinsurance, or deductibles that are at least as favorable as in-person services

Expands the definition of "store and forward technology" to include any asynchronous electronic transmission of patient health information, removing the previous limitation to only digital images and pre-recorded videos

Adds telehealth services under the public health law to the list of covered care and services under Medicaid (social services law)
