Requires at least 20% of parking spaces within permit areas to remain available to non-residents, with short-term parking of at least 60 minutes duration

Addresses parking shortages caused by the village's dense population (4,452.1 persons per square mile), proximity to Philipse Manor and Tarrytown train stations, and approximately 100,000 annual tourists visiting due to the village's connection to "The Legend of Sleepy Hollow"

Exempts vehicles registered under section 404-a (disabled persons) from permit requirements, and mandates a public hearing before any ordinance can be adopted
