Expands the definition of "drug" in vehicle and traffic law to include cannabis, concentrated cannabis, and "any drug or impairing substance," replacing the previous reference to substances listed in public health law section 3306

Requires courts to suspend a driver's license pending prosecution for any person charged with driving while ability impaired by drugs (violations of subdivisions 4 or 4-a of section 1192)

Creates mandatory license suspension at the time of arrest for alleged drug impairment, rather than waiting for conviction

Takes effect immediately upon passage
