Changes the reporting frequency for managed long term care plan implementation reports from biannually to annually

Requires the Department of Health to develop a new reporting mechanism by October 1, 2025 for plans to submit additional data not currently reported

Mandates detailed service utilization data by plan, including member months authorized for personal care, consumer directed personal care, private duty nursing, and home health services, broken down by region and statewide

Requires reporting of per member per month expenditures across multiple service categories (administrative costs, case management, dental, vision, therapies, nursing facility services, etc.) with comparisons between home/community-based and institutional care

Adds tracking requirements for complaints, grievances, appeals, fair hearings, staffing gaps, wait times for services, and rates of nursing facility admissions and community discharges

Requires all past and future annual managed long term care cost reports to be made available for download in CSV format on the department's website
