Amends Election Law section 7-116 to apply the same ballot name ordering rules to special elections that currently apply to general and primary elections

Candidates from the party whose gubernatorial candidate received the most votes in the last gubernatorial election will be listed first (row/column A or position one) on special election ballots

Candidates from other parties will be listed in descending order based on their party's vote totals from the last gubernatorial election

Takes effect immediately upon passage
