Designated package spaces must be locked, accessible only to staff, residents, or delivery people with a key, monitored by camera or surveillance device, and located outside the vestibule or lobby

Prohibits passing any costs associated with creating the package room to tenants

If no suitable space is available in the building, staff must deliver packages directly to residents' doorways

Owners who fail to comply become liable for the full replacement price of lost or stolen packages, with tenants only required to provide evidence of loss (such as delivery confirmation) without needing to file a police report

Takes effect 90 days after becoming law
