Creates the offense of "endangerment of a highway worker" for drivers who travel through non-designated lanes in work zones or fail to obey traffic control devices when workers are present

Establishes mandatory fines ranging from $500-$1,000 for violations with no injury, $1,000-$2,000 when a worker suffers physical injury, and $2,000-$5,000 for serious physical injury

Directs 60% of collected fines to a newly established "work zone safety fund" to support enforcement, work area markings, radar speed signs, and police monitoring of work zones

Requires the Governor's Traffic Safety Committee to develop a public education and outreach program to increase motorist awareness of work zone safety

Expands the definition of "work area" to include highways, bridges, shoulders, medians, and rights-of-way where construction, maintenance, utility work, or incident response is being performed
