Creates presumption that vehicles bearing temporary registration or plates from foreign countries, states, or territories are displaying improper plates, requiring surrender upon conviction

Prohibits sale of vehicle certificates of origin or title through unauthorized channels, including online platforms, with civil penalties up to $500 per violation enforceable by the Attorney General

Requires sellers of out-of-state temporary plates to provide written notice that such plates are not legal for use in New York and vehicles may be subject to booting or impounding at owner's expense
