Allows non-resident students enrolled at SUNY or CUNY institutions to pay in-state tuition rates if they are Team USA athletes or international athletes training in New York State

Defines "Team USA athlete" as any student athlete meeting eligibility standards set by the United States Olympic and Paralympic Committee or the national governing body for their sport

Defines "international athlete" as any student athlete meeting eligibility standards set by their nation's Olympic and Paralympic Committee or national governing body for their sport

Requires athletes to be training in New York State in an elite level program approved by the U.S. Olympic and Paralympic Committee or relevant national governing body to qualify

Takes effect on July 1st following enactment, contingent upon appropriation and funding being made available for this purpose
