Expands existing opioid antagonist requirements from SUNY and CUNY campuses to include all colleges chartered by the regents or incorporated by special act of the legislature that maintain a campus

Requires every covered college campus to provide opioid antagonist training to all resident assistants through a program approved under Public Health Law section 3309

Mandates that each college-owned or college-operated housing facility provide and maintain opioid antagonists onsite in quantities and types determined by the Commissioner of Health

Requires opioid antagonists to be accessible to resident assistants for emergency use on any student, staff, or individual suspected of experiencing an opioid overdose, regardless of prior history of opioid abuse

Takes effect immediately upon passage
