Prohibits operating amplified sound devices (radios, tape players, etc.) in motor vehicles on streets or highways if the sound is audible from 25 feet or more away

Requires sound to be kept at reasonable levels near churches, schools, hospitals, and public parks (no louder than necessary for vehicle occupants to hear)

Exempts law enforcement vehicles, emergency vehicles, and vehicles used for business or political purposes that require sound devices in normal operations

Establishes escalating penalties: $40 fine for first offense, $100 for second and third offenses, $200 plus possible vehicle confiscation for subsequent offenses

Classifies violations as unclassified misdemeanors and directs the department to establish rules defining "plainly audible" and standards for law enforcement measurement
