Requires permanent air conditioning and dehumidification equipment in at least one indoor common gathering space in multiple dwellings and residences that are over 80 feet tall, have more than 100 residents, or serve residents 55 years of age or older

Mandates these spaces be made available as cooling centers when the outdoor heat index exceeds 80 degrees Fahrenheit

Allows temporary or portable cooling equipment to satisfy requirements for up to two years after the law takes effect

Takes effect 180 days after becoming law
