Authorizes New York City to establish a bicycle lane safety program using up to 50 photo enforcement devices to capture vehicles illegally using bicycle lanes or protected bicycle lanes

Imposes escalating fines on vehicle owners for violations: $50 for first offense, $100 for second, $150 for third, $200 for fourth, and $250 for subsequent violations within a 12-month period, plus up to $25 for failure to respond

Requires privacy protections including technology to avoid capturing images of drivers/passengers, restrictions on data use, and signage notifying the public of enforcement cameras

Violations do not count as convictions, will not appear on driving records, and cannot be used for insurance purposes

Requires biennial reports to state officials on program results including violation statistics, revenue collected, costs, and accident data comparing cyclist safety before and after implementation

The program expires 5 years after the law takes effect
