Establishes a drug checking services program through the Department of Health authorizing counties, municipalities, or other entities to test drugs and controlled substances for contaminants, toxic substances, or hazardous compounds

Requires the department to establish public health surveillance of the unregulated drug supply to monitor trends, track health outcomes, and alert the public to new dangerous substances

Mandates enhanced drug checking services using technology such as infrared spectrophotometers, raman spectrophotometers, or ion mobility spectrometers to analyze substances at point of testing

Provides legal immunity from arrest, prosecution, civil penalties, and professional disciplinary action for employees, volunteers, property owners, and individuals participating in authorized drug checking services acting in good faith

Prohibits collection of personal information from individuals submitting drugs for testing and bars test results from being used as evidence in criminal or civil proceedings against the person who submitted the substance
