Establishes net energy metering as the minimum compensation floor for customer-generators, ensuring they cannot be paid less than net metering rates regardless of any electric industry restructuring decisions

Amends Public Service Law sections 66-j and 66-l to add protections for residential energy producers who generate their own electricity

Requires customer-generators to comply with Public Service Commission determinations on electric industry restructuring, but guarantees compensation will not fall below net metering values

Takes effect immediately upon passage
