Adds Diwali to the existing list of days when schools cannot be in session, which already includes Saturdays, Asian Lunar New Year, and most legal holidays

Schools would still be permitted to hold driver education classes on Diwali, consistent with existing Saturday rules

Takes effect immediately upon passage
