Establishes Diwali (the fifteenth day of Kartika on the Hindu calendar) as a mandatory statewide school holiday, prohibiting schools from being in session on that day

Expands the existing New York City-specific Diwali school holiday to apply to all public schools across New York State

Corrects the calendar reference for Diwali from "the eighth month of the Indian calendar" to "the month of Kartika on the Hindu calendar"

Requires school districts in cities with populations over one million to include Diwali among the days for which nonpublic school transportation must be provided upon request
